The Florida Division of Emergency Management (FDEM) Unveiled Florida’s New State Emergency Operations Center (SEOC) in Tallahassee

Once again, the State of Florida leads the nation in investing in emergency response. The new SEOC provides emergency managers the modern tools and space they need to protect lives and property across our state. Ian Gudicello, FDEM Chief of Response, provided StormQuant personnel with a behind the scenes tour of the state-of-the-art facility. We were very impressed by the enhanced response capabilities that the investment brings to the table.

The Florida Legislature approved funding for the new facility during the 2021-2022 fiscal year, and it was brought online in record speed. The 208,000-square-foot facility more than doubles the operational space on the EOC floor, boosting coordination opportunities with local, state, and federal partners.

Key features include:

  • Resilient primary structure built to withstand wind speeds of up to 200 mph
  • Capacity to support 196 on-site emergency personnel
  • Large, two story command center with a 95-by-13-foot video wall displaying multi-source live data feeds
  • Self-contained rest and feeding facilities for extended periods of emergency response
  • Backup generators provide redundant power to ensure continuous operations

“The new State Emergency Operations Center is a bold investment in Florida’s future,” said Executive Director Kevin Guthrie. “This facility was designed not just for today’s challenges, but for the evolving threats of tomorrow.”

StormQuant‘s Technology Platform is a Valuable Resource at the SEOC

Florida’s proactive approach and commitment to preparedness sets the standard for emergency management nationwide. This includes the early adoption of advanced technology. Last year, FDEM took a significant step forward by installing StormQuant’s state-of-the-art 3D weather visualization workstations at the SEOC. This groundbreaking technology enhances forecasting accuracy, improves response times, and ultimately saves lives.

The 2025 StormQuant platform adoption was headed up by Amy Godsey, Chief State Meteorologist/Deputy Bureau Chief of Response. The on-site installation and training was led by Caitlyn Gillespie, Deputy State Meteorologist. The high-speed Weather Viewer workstations provide state meteorologists with direct access to StormQuant’s patented 3D weather visualization technology.

“The StormQuant platform redefines weather analysis by integrating radar data into hyperlocal, real-time, 3D visualizations“ said Paul Bruno, StormQuant’s CMO. “By embracing our technological innovation at the State EOC, Florida is setting itself apart and delivering lasting benefits to its residents.”

Revolutionizing Weather Monitoring and Emergency Response

StormQuant’s radar and software platform can be customized to meet the specific operational needs of the State’s Emergency Operations Center as well as other EOC’s across the state.

Key features include:

  • True Wind Velocity – Accurately measures wind speed and direction for improved forecasting.
  • Horizontal & Vertical Weather System Cross-Sections – Offers multi-angle storm analysis at any selected altitude.
  • User-defined Alerts – Enables faster, more targeted emergency response.
  • High-Resolution 3D Imagery – Seamlessly integrates multiple radar sources for actionable, life-saving data.

By ingesting data from multiple radar sources—including StormQuant, NEXRAD, and TDWR—the platform provides unparalleled insight into storm formations, wind velocity, and severe weather patterns. The platform allows EOC meteorologists to make faster, more informed decisions that directly impact public safety.

With StormQuant’s high-speed, interactive software, the Tallahassee SEOC is equipped with the most advanced weather forecasting tools available, ensuring better preparation, faster response, and improved safety for Florida residents.
