Technology Innovator / Business Executive / Retired Navy SEAL, Captain, Past President at Tocaro Blue (2019-2024)

Mr. Rizzi is a Retired Navy SEAL, Captain (AUG 19’) with over 26 years of service. He holds a master’s from the Naval War College and a bachelor’s from the U.S. Naval Academy. His expertise is leading multicultural teams, negotiating in high-stakes environments, decision-making in volatile situations, and developing innovative technologies.

As Chief of Program Analysis & Evaluations Division at Special Operations Command, Mr. Rizzi led five executives and 235 civilian and military managers developing and managing the five-year, $67B+ program and resource allocation proposal for 73,000+ personnel. Prior to that, he was hand-selected by the 4-Star to lead an international joint combined team of over 350 US/Polish military, civilian, and Department of State personnel in Afghanistan’s most kinetic and dynamic combat environment. The volatile nature of this mission required that he report directly to the U.S. Ambassador as he actively mentored the Provincial Governor and 19 sub-governors as they sought to align the population to support legitimate governance and repel the Taliban insurgents.

Recently, Mr. Rizzi was the President at Tocaro Blue (2019-2024), where he conceived and developed the world’s first AI/ML-enabled maritime navigation technology. The technology fuses radar and platform-generated data with information from NOAA to provide comprehensive 3D navigation awareness while concurrently reducing cognitive load and increasing safety.

Mr. Rizzi’s personal decorations include the Defense Superior Service Medal, Bronze Star, Meritorious Service Medal (x3), Joint Meritorious Service Medal (x4), Navy Commendation Medal (x4), Navy Achievement Medal (x4), Presidential Unit Citation, Navy Unit Commendation, and Polish Gold Star (presented by the President of Poland).
